I'm having the same problem.  The program included with the Humble Bundle will simply not start.  My computer is no speed demon, but it does meets the listed requirements.

Windows 10 1809 64bit with an active internet connection

Radeon RX550 video supporting Directx 12 and opengl 4.5 (latest drivers)

    16gb ram

    Intel i3 6100 3.7ghz

    display resolution 1920x1080.

plenty of hard drive space available

While I'm not the original poster, I did also try the file you linked.  I uninstalled the old program, rebooted and installed the new.  Unfortunately, the results are the same.  The program will not load.

Greg, to resolve the issue we need the information mentioned below.

    1. A screenshot of your system information.

    2. A screenshot of Visual C Redistributables installed on your computer.

    3. Your .Net Framework version.

    4. Error events.

You can upload the files here https://wetransfer.com/ and send us the link.

Looking forward to hearing from you.

Just wanted to leave a followup.  I traced the problem down to a conflict between the drivers for the on board Intel gpu and the AMD gpu drivers. While the Intel gpu was disabled, the drivers were still present and causing a conflict. I had to use the Dsiplay Driver Unistaller (DDU) utility in safe mode to remove all traces of the intel drivers. After a reboot photolemur loads fine.
